Incoming Chairman Leahy Speaks on Judicial Nominees

During the question and answer portion of his speech he stated that he plans to reimpose the old blue slip rule, and much of the old procedural rules on judicial nominees from the days of the Democrat majority. He also stated that he would institute the "Thurmond rule," which provides that in election years, after Spring, no judges will go through except with the consent of both the Republican and Democrat Leader.
