Frank Salinger is the Principal at Frank Salinger Advocacy, a law practice specializing in lobbying, public affairs, grass roots and political intelligence.
An accomplished federal and state legislative strategist, before establishing his own practice, he headed the government relations department for Advanta Corporation, a leading issuer of MasterCards® to small business. Previously Advanta had been one of the nation’s largest issuer of consumer credits cards and operated nationwide commercial leasing and mortgage lending subsidiaries.
At Advanta he also served as Chief Corporate Compliance Officer and was responsible for Advanta National Bank’s CRA lending program.
In his career, he has headed the government relations programs for the American Financial Services Association (AFSA) and the Truck Trailer Manufacturers Association representing both the manufacturing and financial services sectors.
His representation of a broad range of companies on Capitol Hill has been well-recognized through his service on the steering committees of several national legislative coalitions.
At AFSA, he also served as general counsel and coordinated industry-wide response to litigation and authored numerous amicus curiae briefs in significant appellate cases.
Offering a blend of legislative, operational and compliance skills, Frank has chartered and reenergized political action committees, created new grass roots programs and implemented public relations and public affairs plans on a corporate and trade association level. His broad experience as a legislative staffer, operations-oriented financial services lawyer, chief corporate compliance officer and outside director of an FDIC-insured bank and a community development financial institution give him a real world overview of business issues.
A frequent speaker on political and lobbying issues, he has spoken at American Bar Association meetings in London and New York and has addressed groups including: Association of Finance Banks of Argentina, Japan Association of Finance Houses, Manufactured Housing Institute, Merchant’s Research Council, National Home Equity Mortgage Association, Women Impacting Public Policy, Women in Government Relations, as well as state banking and financial services associations in Alabama, California, Delaware, Iowa, Louisiana, Ohio, Pennsylvania, Texas, Utah and Virginia.
