John M. Fowler was born and raised in Dallas, Texas. He received his B.A. in Government & Politics from the University of Texas at Dallas and his J.D. from Texas Wesleyan University School of Law.

Mr. Fowler has been practicing in the areas of family law, mediation and general civil litigation since his licensure in 1999. Prior to going into private practice, Mr. Fowler worked as an attorney in the claims litigation department for a national property & casualty insurer.

Mr. Fowler has been involved with the Republican Party for most of his life. His activities include serving as a Precinct Chairman for the Dallas County Republican Party since 1999, serving as a regional task force leader for the Republican Party of Texas Ballot Integrity task force, working on the Dallas County Republican Party ballot security legal team, serving as a delegate to the Republican Party of Texas State Convention, serving as parliamentarian and chair of the Rules Committee for Texas Senate District 23 Convention in 2002, serving as President of Dallas County Young Republicans 2001-2003, serving as General Counsel and Executive Director of the Texas Young Republican Federation, and serving on the steering committees of numerous local, state and national campaigns. Additionally, Mr. Fowler was a member of the Mighty Texas Bush Strike Force campaigning for President George W. Bush in Illinois for five days prior to the election in November of 2000. Mr. Fowler was elected to the State Republican Executive Committee (SREC) of the Republican Party of Texas in June 2006.

Mr. Fowler is a member of the State Bar of Texas, American and Dallas Bar Associations, College of the State Bar of Texas, The Collaborative Law Institute of Texas, Texas Mediators Association, The Association for Conflict Resolution, Dallas County Republican Party, Republican Party of Texas, and the Republican National Committee, Trinity Commons Foundation, Preservation Dallas, Heritage Alliance, Old Oak Cliff Conservation League, Greater Dallas Pachyderm Club, and the Southwest Dallas County Pachyderm Club. He is admitted to the U.S. District Court for the Northern, Southern and Eastern Districts of Texas.

Mr. Fowler is a member of Fellowship Bible Church of Dallas.
