I am an entrepreneurial change agent with 15 years of leadership, management, and legal experience. I have policy expertise in defense, energy, international affairs, international trade, telecommunications, and transportation. In addition, I have extensive experience leading the establishment and transformation of Federal agencies to become more efficient and effective. I am proud to support President Trump and his vision to make America great again.
In the private sector, I represented U.S. corporations in international business transactions, investments, trade, and disputes involving commodity products and advanced technologies, to include agricultural, energy, information, medical, and telecommunication technologies. In particular, I litigated before Federal courts, administrative agencies, and international tribunals to protect U.S. companies from unfair trade practices by foreign governments.
In the public sector, I have led major change initiatives to improve the efficiency and effectiveness of Federal agencies, and I have achieved millions of dollars in cost savings for taxpayers.
* As COO for a $2 billion Federal agency, I led a comprehensive reorganization, re-engineered key business processes to be lean and efficient (for example, reducing contract negotiations from 140 days to 60 days), and enacted over $20 million of cost reductions. I also led an initiative to increase U.S. manufacturing of technologies developed with Federal funding.
* As Acting Chief Counsel for a $200 million Federal agency, I pioneered policy and business innovations that were later adopted by other agencies.
* As a General Attorney with the U.S. Army, I have led interagency teams to achieve millions of dollars in cost savings. For example, I saved West Point over $100 million in capital costs, carrying charges, and electric service costs.
I held a Federal appellate clerkship with a judge on the U.S. Court of Appeals for the Fifth Circuit appointed by George W. Bush. I was also one of the first Americans to clerk for the World Trade Organization Appellate Body in Geneva, Switzerland.
Previously, I interned for the Republican majority staff of the U.S. Senate Commerce Committee, and I interned with the Office of U.S. Trade Representative. I also interned for Congressman Bill Paxon (R-NY).
I enrolled in a joint-degree program at Georgetown University to study the intersection of law, business, and international affairs. In 2002, I graduated with a JD from Georgetown University Law Center, and I received a MS with Distinction from the International Business Honors Program at the Georgetown University School of Foreign Service. Previously, I graduated summa cum laude from Emory University with a MA in History and BA in History and French.
