A native North Carolinian, Mr. Brooks graduated summa cum laude from Wake Forest University with a Bachelor of Arts in Latin. At Wake Forest, he was awarded the M.D. Phillips Prize in Classical Languages and inducted into Phi Beta Kappa. Mr. Brooks received his law degree in 2006 from Vanderbilt University Law School, where he served as an articles editor on the Vanderbilt Journal of Transnational Law.

Mr. Brooks is licensed to practice law in North Carolina, South Carolina, and Tennessee. He is a Past President of the Eastern District of North Carolina Chapter of the Federal Bar Association, a Fellow of the American Bar Foundation, and a member of the Section Council of the North Carolina Bar Associationís Appellate Practice Section.
