James Sweeney practices elections and political law in Sacramento, California, with the law firm of Sweeney and Greene LLP, one of California's leading Republican political law firms. Mr. Sweeney formerly served as the first Republican chief elections attorney in California in more than a generation, when he was appointed Chief Counsel by Secretary of State Bill Jones (R). Prior to his service as Chief Counsel to the Secretary of State, Mr. Sweeney served as legal adviser and principal consultant to the Republican (Majority) Caucus in the California State Assembly and, for several years, as criminal prosecutor in the district attorney's office in two large California counties. Mr. Sweeney has been involved in some of the most important elections and political law cases in recent years, including the defense of California's legislative term limits statute, the challenge to California's "open primary" statute, as lead counsel in the litigation that compelled the recall of liberal Democrat Governor Gray Davis, and as lead counsel in a private attorney general enforcement action against Lt. Gov. Cruz Bustamante that resulted in a preliminary injunction against a sitting Lt. Governor seeking election as Governor. He has served as legal counsel to many Republican political campaigns, including Bill Simon for Governor, Ruben Barrales for Controller, Curt Pringle for Anaheim Mayor, Rosario Marin for U.S. Senate, and many others. As founder and senior partner in Sacramento's Sweeney and Greene LLP, Mr. Sweeney is routinely engaged by a broad spectrum of clients to represent them in cases involving constitutional and political rights litigation. Mr. Sweeney's partner Stephen J. Greene, Jr., is a former Reading Clerk of the California Assembly and current Parliamentarian of the California Republican Party.
