Dr. McCann is a native of Chicago, Illinois, and a Roman Catholic of Irish descent. He is the second of four sons born to Harry McCann Jr., a Steel Worker, and Catherine (Dwyer) McCann, a Homemaker. Dr. McCann attended Annunciata Catholic Grammar School and graduated from George Washington High School in the Chicago Public School System.
In 1975, Dr. McCann joined the United States Navy and served honorably in the Hospital Corps. Dr. McCann received an Honorable Discharge from the Navy in 1979 and attended college on an Illinois Veterans Scholarship and the G.I. Bill. Dr. McCann obtained his Associate of Science degree with Honors (Phi Theta Kappa) from Thornton Community College, South Holland, Illinois and his Bachelor of Science degree in Biology with a Minor in Chemistry from Northern Illinois University, DeKalb, Illinois.
Dr. McCann received his Doctor of Osteopathy degree in 1988 from the Kirksville College of Osteopathic Medicine in Kirksville, Missouri. While attending to his undergraduate and medical studies, Dr. McCann served the public as both a paramedic and a police officer.
Dr. McCann completed his internship training at Northwest General Hospital in Milwaukee, Wisconsin and his residency training in Family Medicine at Youngstown Osteopathic Hospital in Youngstown, Ohio.
As a physician, Dr. McCann is Board Certified by the American Board of Family Physicians- Osteopathic (ABOFP). Dr. McCann has practiced medicine for 30 years working primarily in urban, rural, military and public health service areas for the underserved in Emergency Medicine, Occupational Medicine, and Family Medicine. He continues to serve as a designated Senior Federal Aviation Administration Medical Examiner providing Class I, II, & III Flight Physical Examinations and Medical Certifications for Pilots and Flight Crew Members.
Dr. McCann is the author for the Original American College of Forensic Examiners (ACFE) Certified Medical Investigator (CMI) Program Text Book and the tests for Certification. Dr. McCann taught the following topics to professional members of ACFE: Concepts in Forensic Examination; Criminal Law for the Certified Medical Investigator; Criminal Procedure for the Certified Medical Investigator; Evidence for the Certified Medical Investigator; Foundation for the Admissibility for Demonstrative Evidence; Death Investigation: A Guide for the Scene Investigator; Time of Death; Guidelines for Photographic Documentation in Death Investigations; Crime Scene Investigation: A Guide for Law Enforcement; Fire and Arson Scene Evidence: A Guide for Public Safety Personnel; A Guide for Explosion and Bombing Scene Investigation; Drugs and Alcohol; Biological Warfare; Blood Borne Pathogens as Applicable to the Certified Medical Investigator; Chemical Warfare; Nuclear Warfare; Investigating Traumatic Injuries, and, The Forensic Autopsy.
Dr. McCann is a member of the following medical societies – the American Osteopathic Association (AOA), the Florida Osteopathic Medical Association (FOMA), and the American College of Physician Advisors (ACPA).
His certifications include Basic Cardiac Life Support Provider (“BCLS”), Advanced Cardiac Life Support Provider (“ACLS”), and Pediatric Advanced Life Support Provider (“PALS”) by the American Heart Association. He also certified in Advanced Trauma Life Support Provider (“ATLS”) by the American College of Surgeons, and National Disaster Life Support by the National Disaster Life Support Education Consortium. He obtained the highest level as a National Disaster Life Support Instructor.
While in the Navy, Dr. McCann studied Nuclear, Biological, and Chemical warfare. To further his ongoing education, he has obtained and maintains certifications critical to the public health and safety. These certifications include Basic Disaster Life Support (“BDLS” which includes- All Hazards Course Overview, a review of the D.I.S.A.S.T.E.R. Paradigm™, Natural and Accidental Man-made Disasters, Traumatic and Explosive Events, Nuclear and Radiological Events, Biological Events, Chemical Events, Traumatic and Explosive Events, Public Health Response, and Psychological Impact of Disasters.) and Advanced Disaster Life Support (“ADLS” which includes- Casualty Decontamination, Media and Communications Utilization, Regulatory and Legal issues of Event Management, Community and Hospital Disaster Planning, Community, State and Federal Disaster Resources and Mass Fatality Management and Casualty Decontamination and Protective Equipment, Strategic National Stockpile and Small Pox Immunization, Clinical Scenarios utilizing high fidelity simulation, and a MASS Triage scenario). Along with the “all hazards” approach to disasters the course focuses on the interoperability between agencies including the civilian/military interface. With the formation of the DOD Northern Command and with the mission of Homeland Security there exists the potential for increased military presence in civilian disasters. This presence represents new challenges in the coordination between military and civilian systems. These courses are recognized as the definitive training courses for disaster medicine for both civilian and military providers from the National Disaster Life Support Education Consortium. Dr. McCann taught these courses as a Certified National Disaster Life Support (NDLS) Instructor.
While practicing as a physician and surgeon, working primarily in urban, rural, military and public health service areas for the underserved, Dr. McCann obtained his Juris Doctor degree with Honors from the Florida Coastal School of Law in Jacksonville, Florida in 1999. Dr. McCann acquired his law degree to effect change in today’s complex health care system and to work with lawmakers to make changes in policy which protect the public health and safety and foster the Doctor-Patient relationship.
In law, Dr. McCann practices law at McCann Medicine & Law, P.A. in Bradenton, Florida. He has held positions as In-House Counsel, Consultant, Ethics Officer and Compliance Officer. Dr. McCann is a member of the Florida Bar; the District of Columbia Bar; the United States District Court, Middle District of Florida; the United States Court of Appeals, Eleventh Circuit, Atlanta, Georgia, and the United States Supreme Court. Dr. McCann has practiced law for 17 years.
Dr. McCann is a member of the following Law societies- the American Health Lawyers Association (AHLA), the Health Care Compliance Association (HCCA), the Society of Corporate Compliance and Ethics (SCCE), and the Republican National Lawyers Association (RNLA).
His synergistic dual doctoral degrees as well as his training and experiences have given him a precise understanding of state and federal regulations involving public health issues, healthcare administration, contracts, natural and man-made disaster response, and health care policy which he uses to make the system workable for both patients and practitioners.
Dr. McCann had been previously appointed to the Florida Board of Osteopathic Medicine. This appointment had been confirmed by Florida Senate Committee on Ethics and Elections and by the full Florida Senate. Dr. McCann served as Chairman in 2008-2009. Dr. McCann was awarded the Distinguished Service Recognition Award by the Florida Department of Health (DOH). This award is presented to individuals whose recent contributions to the profession and the community deserve special recognition. In addition, he was awarded The Florida Board of Osteopathic Medicine Annual Chairman’s Award, in that same year. This award is presented to honor those who exemplify the professionalism, moral character, compassion, and intellect essential to leaders of the profession, as well as for outstanding leadership and services in the community.
Dr McCann was also selected and served on the combined MD/DO Board to combat the excessive and improper opiate prescribing problem ("pill-mills”) in Florida. Dr. McCann has lectured on medical investigations, Bioterrorism and Counterterrorism, Medical Ethics, Prevention of Medical Errors, Trauma, and Proper Prescriptions of Controlled Substances.
Dr. McCann is a licensed commercial pilot with single and multi-engine/instrument ratings, and he enjoys flying complex aircraft. His other hobbies include scuba diving, (he is an SSI Certified Open Water Diver, PADI Certified Advanced Open Water Dive, PADI Certified Enriched Air Diver, and PADI Certified Rescue Diver), and he enjoys weight lifting, martial arts, and physical fitness.
