Tom John is a partner in the Public Affairs Group of Ice Miller. He concentrates his practice in public affairs, government procurement work, state and federal lobbying and administrative and election law issues. During his career, he has represented clients including large and small businesses, Fortune 500 corporations, various municipalities and the State of Indiana.
Tom’s unique background enables him to handle various matters for clients ranging from executive and legislative lobbying at the state and federal levels, P3 procurement consulting (he has represented parties in the Indiana Toll Road Concession, City of Indianapolis Water Wastewater Transaction, Indianapolis Parking Meter Concession and Marion County Justice Center Procurement among others), to various regulatory, administrative and election law issues.
Active in politics for many years, Tom has advised many campaigns, officeholders and companies. He is currently the chairman of the 7th District Committee of the Republican Party (Indianapolis) and is a member of the Indiana State Republican Committee. He formerly served as the campaign manager in the successful 2002 campaign to elect Congressman Todd Rokita as Indiana's Secretary of State, has served as ballot access coordinator for presidential campaigns and other initiatives and and has served as an advisor to numerous campaigns and convention races. In 2007, Tom was the Chairman of the Marion County Republican Party when his organization won control of the city-county council and a victory for Republican Mayor Greg Ballard. He also previously served as the Indiana National Committeeman for the Young Republicans, Indiana Co-chair for the Marco Rubio for President Campaign, and is the former president of the Indiana Leadership Forum and the Downtown GOP Club. Tom has been a delegate to the Indiana and National Republican Conventions multiple times. Some of the significant election matters Tom has undertaken include serving as the Election Day Operations coordinator for a variety of campaigns, including Governor-Elect Eric Holcomb’s campaign, Senator-Elect Todd Young ballot signature challenge, Rubio for President Indiana Ballot challenge and legal counsel in the challenge which removed Jim Wallace from the primary ballot as Governor Mike Pence’s 2012 primary election opponent.
Thomas John attended Purdue University where he obtained his bachelor of arts in political science. Tom then attended the Ohio Northern University School of Law where he obtained his JD. His experiences also include serving as a clerk to former Chief Justice Brent E. Dickson of the Indiana Supreme Court and Judge Bobby R. Baldock of the 10th Circuit of the United States Court of Appeals. He also spent a decade advising and representing clients in commercial litigation and business matters prior to moving his career to a more public affairs focus. Finally, he has served as a member of the Indiana Election Commission and the Chairman of the Marion County (Indianapolis) GOP.
As a member of the community, Tom is an alumnus of Class XXXVI Stanley K. Lacy Leadership Program, served as the vice-president and treasurer of the Herron-Morton Place Association, was on the Indianapolis Greenways Development Committee and is the past president of the Board of the Brain Injury Association of Indiana. He also currently serves on the Fiscal Policy Committee of the Greater Indianapolis Chamber of Commerce and on the Leadership Indianapolis President's Council.
