Most recently, Alicemary Leach was the Director of Government Affairs at the Mortgage Bankers Association, in Washington, D.C. Her responsibilities include the development and implementation of the Mortgage Bankers Association legislative strategy on issues including commercial real estate finance and tax policy.
Ms. Leach has had extensive experience in tax and ERISA matters in both the government and the private sector. Prior to joining MBA, she has worked at the U.S. Tax Court, for a large multiemployer pension fund, the Pension Benefit Guaranty Corporation (PBGC), several law firms. From 1990-1992, Ms. Leach was the Assistant Chief Counsel for Tax Policy in the Office of Advocacy at the Small Business Administration, during the Bush Administration.
Immediately prior to joining MBA, Ms. Leach served on Capitol Hill as staff counsel on several committees investigating various Clinton administration scandals. Ms. Leach served as investigative counsel on the Majority Staff of the Government Reform and Oversight Committee during the campaign finance investigation where she investigated the abuses at the Department of Commerce and Ron Brown’s trade missions and campaign finance violations of Nora and Eugene Lum, the first to plead guilty in the Justice Department investigation. One of her subpoenas uncovered a previously unknown memo where James Riady, an Indonesian businessman, pledged to raise $1 million for the 1992 Clinton campaign. This information later served as the basis for the Justice Department’s indictment of Mr. Riady. She also served as senior counsel on the Veterans Affairs Committee investigating the Arlington Cemetery burial waivers for Ambassador Larry Lawrence and former Surgeon General, C. Everett Koop. Ms. Leach also investigated a Clinton appointee at the Labor Department for intimidating the tesimony of Miss America 2000 before a Congressional Committee.
Alicemary Leach is currently the National Vice President for Washington, DC Operations for the Republican National Lawyers Association. She served on the Planning Committee from 1997-2000. Ms. Leach was named Vice President in 2000 and was appointed National Vice President for Washington, DC Operations in the fall of 2001. On behalf of the RNLA, During October 2000, Ms. Leach traveled to Florida where she organized statewide receptions to recruit Republican attorneys for election-day ballot security purposes.
Ms. Leach is a graduate of Phillips Academy, the College of William and Mary and the T.C. Williams School of Law at the University of Richmond and is member of the Virginia State Bar.
