Darren C. Collier is of counsel in the Chicago office of Barnes & Thornburg LLP. He concentrates his practice in the Governmental Services & Finance Department. Mr. Collier regularly counsels and assists clients in financing transactions and has served as bond counsel for a variety of entities, including the State of Illinois, South Dakota Building Authority, Matteson School District, Midwest Molding, Inc. and Central Brown County. He has also served as Underwriters Counsel for CitiGroup, Bank of America, and UBS, among others. Additionally, Mr. Collier has successfully represented companies before the Illinois Legislature and Executive Branches of Government. He was instrumental in assisting Medco Health Solutions Inc. obtain a benefits provider contract with the state as well as assisting Yellow Roadway, Inc. settle eminent domain issues with the Illinois Department of Transportation.
Prior to joining Barnes & Thornburg LLP, Mr. Collier was appointed Legislative Counsel for the Illinois Housing Development Authority. In that position he managed state and federal affairs for the organization including the oversight of contract lobbyists in the state capitol and Washington, D.C. He has developed position papers, talking points, and educational material for legislators and state executives and was the liaison for the organization to the governorís office. Mr. Collier served as special assistant to the Illinois attorney general. Mr. Collier also practiced at the law firms of Ungaretti & Harris, and Schiff, Hardin, and Waite, where he lobbied on the federal level for companies, most notably Allegiance Health Care. He also acted as Bond Counsel for state entities such as the Illinois Tollway Authority and the Illinois Housing Development Authority.
Mr. Collier received his B.A. in history and political science from Indiana University in 1989 and his J.D. in 1994 from Capital University in Columbus, Ohio. He is admitted to practice in the state of Illinois and is a member of the National Association of Bond Lawyers.
