SCOTT D. DELACOURT
Scott D. Delacourt is a Partner at Wiley Rein LLP where he represents clients on a wide range of communications law issues, with a particular focus on wireless and broadband technologies.
Mr. Delacourt previously served as Deputy Bureau Chief (2004-2005) and Chief of Staff (2003-2004) of the FCC’s Wireless Telecommunications Bureau. In this capacity, he was responsible for development and implemenation of FCC policies on wireless broadband, spectrum management, mobile content, local number portability and tower siting. His responsibilities included serving as the lead agency official responsible for reviewing several billion dollar wireless transactions, including the Sprint/Nextel, Cingular/AT&T Wireless and ALLTEL/Western Wireless mergers.
Delacourt's FCC tenure also included stints as Senior Counsel in the Office of General Counsel and as a Legal Advisor to the Wireless Bureau Chief. Before joining the Commission, he completed an prior tour of duty with Wiley, Rein & Fielding, specializing in wireless, Internet, common carrier and appellate matters.
Delacourt received his B.A., summa cum laude, from Georgetown University. He received his J.D., cum laude, from the University of Michigan Law School, where he was Articles Editor of the Michigan Telecommunications and Technology Law Review.
