Jim is Senior Counsel at Raytheon Company in the company’s Washington Office, where he provides support for the company’s international business.
A graduate of Princeton University, Jim earned his J.D. at the University of Michigan Law School and a Masters in Comparative Law at the Université Libre de Bruxelles. He began his legal career at Coudert Brothers in New York City. In 1989 he joined Pfizer Inc’s Legal Division; his 20 years at Pfizer included service as Pfizer’s legal director for the Africa/Middle East Region and as the lead policy lawyer supporting the Company’s government advocacy and philanthropy initiatives throughout Asia, Latin America, Africa and the Middle East. He also chaired two working groups at PhRMA, the biopharmaceutical industry’s trade association. Following his career at Pfizer, Jim was engaged as a consultant by the International Chamber of Commerce’s Business Action to Stop Counterfeiting and Piracy (BASCAP).
Many years ago Jim was a summer intern for Republican Congressman Garry Brown on the Hill. More recently he has supported Republican candidates for state offices in Connecticut and been active in campaigns by Republican Congressional and Presidential candidates. In 2004 he was a volunteer at the Republican National Convention in New York City.
Jim is a member of the New York State bar, American Bar Association (International Section and Export Controls and Economic Sanctions Committee), Association of Corporate Counsel, The Heritage Foundation and the Washington Foreign Law Society. He has served on the faculty of continuing legal education programs at the Practicing Law Institute in New York City and given presentations in the U.S. and overseas on intellectual property, international trade, the defense and technology industries, compliance matters and healthcare reform.
