Chief of Staff and General Counsel, Department of Administration
Work Summary: Chief of Staff and General Counsel for the Department employing over 280 employees with a budget of over $29 million. The Chief of Staff responsibilities include directly supervising the Department’s Communications, Legal, Human Resources, Financial and Accounting, Real Estate, Aviation and Vehicle Divisions and Contract Division. General Counsel responsibilities for the Department include supervising three attorneys and one paralegal and providing advice on all legal matters, including Contracts, Procurements, Compliance, Real Estate Transactions, Facility Management, Public Works, Minority and Women Business Certification and Compliance, Transportation Services, and Labor and Employee Relation Issues. The role of General Counsel also consists of being responsible for Contract Administration to include dispute resolution for all Agencies in the Executive Branch of the State of Indiana, and supporting Agencies with all aspects of Drafting and Negotiating Contracts, Licenses, Leases and Grants.

Key Accomplishments:
•From November 2006 to September 2011, the Department cut expenditures from its budget of $29 million to $25.4 million through various cost cutting measures that included both voluntary and involuntary reductions in personnel from 280 to 208;
•Advised the Procurement Division on strategic sourcing and vendor management, participating in the negotiation and drafting of complex contracts leading to projected savings of over $190 million;
•Averted litigation by resolving over 90 contract disputes between state agencies and private vendors, and in one particular case negotiated an amendment to a $280 million contract to avoid a large lawsuit;
•Managed outside counsel that included attorneys from the Office of Attorney General and private law firms on over 100 litigated cases involving contract disputes, employment matters and tort claims;
•Provided semi-annual training to over 400 attorneys in State agencies and the Office of the Attorney General regarding the drafting, negotiating and administering of contracts and procurement process;
•Conducted a review and evaluation of all disputes involving contracts and leases, including disputes litigated and mediated, and worked with Office of Attorney General to devise a “Lessons Learned” memo used to revise contract and lease language to mitigate risk to the state;
