Surya Gunasekara is Managing Director, Taxes at Airlines for America (A4A). A4A was the first and remains the only trade organization of the principal U.S. airlines.
Surya previously served as Counsel – Tax & Trade at the American Petroleum Institute (API). In that capacity, he was responsible for drafting comments on proposed regulations, monitoring legislation, and Congressional advocacy on API’s trade and motor fuel tax issues. Surya also helped develop industry policy positions as API staff for the subcommittees on accounting, customs, and excise tax.
Prior to joining API, Surya was Assistant Counsel at the Defense Logistics Agency Energy (DLA Energy), the Department of Defense’s purchasing agency for bulk petroleum products, and other energy commodities such as coal, natural gas, electricity and aerospace fuels. At DLA Energy, Surya provided legal advice on government procurement, environmental law, international and domestic taxes, as well as Congressional inquiries
He has published extensively on energy, natural security, and aerospace issues in the Journal of Space Law, Public Contract Law Journal, Federal Circuit Bar Journal, Air & Space Law Journal, George Washington Journal of Energy and Environmental Law and most recently in the Washington & Lee Journal of Energy, Climate and the Environment.
Surya holds a J.D. cum laude from the University of Mississippi with a specialization in Aviation and Space Law. Prior to law school, he graduated from the University of Denver with a Masters in Natural Resource and Energy Policy and the University of Colorado at Boulder with a Bachelors in Political Science. He lives with wife Mandy – a Congressional staffer – in the District of Columbia.
