Steven M. Peña, Sr. is a member of the Firm's Public Law Section. Mr. Peña’s practice is focused on providing general legal services in the representation of local municipal governments. He currently serves as the City Attorney for the Cities of Helotes, Cotulla, Poteet, Runge, and Sabinal, Texas. Mr. Peña has significant experience serving as legal advisor to several municipal police departments. He is General Counsel to the Cotulla, Leon Valley and Helotes 4B Economic Development Corporations and Special Counsel to the Cuero Building & Standards Commission.
Mr. Peña has negotiated numerous oil and gas leases on behalf of his municipal clients, negotiated and prepared oil, gas, and condensate pipeline easements, and prepared oil and gas division orders. He is General Counsel to the 3C-C4 Family LLC, and the 3C-C4 Family Limited Surface and Mineral Partnerships which own and operate cattle, farming, hunting, ranching and mineral interests near Cotulla, Texas. In addition to his public law work, Mr. Peña provides general counsel services to water and irrigation districts and non-profit water supply corporations.
