Stephen Simcox is a staff attorney in Barnes & Thornburg LLP’s Dallas office and a member of the firm’s Government Services and Finance Department.
Mr. Simcox advises private and public sector clients on legal matters involving government regulations, government contracts, and campaign and election law. He represents businesses and individuals before local, state and federal regulatory and judicial bodies.
Mr. Simcox’s administrative regulatory practice equips publicly traded corporations, privately held business organizations and tax-exempt organizations navigate complex regulatory schemes. He directs clients in the creation and operation of compliance plans and represents them in agency enforcement actions.
In his government contract practice, Mr. Simcox helps clients understand and evaluate the opportunities and risks of securing and performing public contracts. He advises clients on all aspects of the procurement process, from submitting proposals to establishing contract performance programs.
Mr. Simcox also maintains a political law practice where he counsels candidates, political action committees and political party organizations on federal and state campaign and election laws. He advises clients in the areas of ballot access, campaign finance, lobbying, gifts, and conflicts-of-interest.
Prior to joining Barnes & Thornburg LLP, Mr. Simcox served as the Deputy General Counsel to Indiana Governor Mike Pence where he was responsible for legislative, agency rulemaking, personnel, and civil litigation matters. Mr. Simcox previously served as a Deputy Attorney General in the Civil Litigation Section of the Office of the Indiana Attorney General, where he advised and represented state officers and agencies in civil rights lawsuits and constitutional challenges to state statutes, regulations, and programs.
Mr. Simcox earned his J.D. from the Indiana University Robert H. McKinney School of Law. his B.A. from Wheaton College (Illinois). He is admitted to practice in the states of Indiana and Texas.
