Deborah is admitted to practice in both Oregon (1981) and California (1983) and is admitted to practice before the US Supreme Court (1987).

Her focus has been labor and employment law representing management. Since 2002, she has served as president Contractor Compliance and Monitoring, Inc., a consulting company which assists public agencies and large prime contractors comply with state and federal public works/prevailing wage requirements. She is the author of three books: What Every Contractor Should Know About Prevailing Wages; AGC of America's Davis Bacon Manual and the Davis Bacon Handbook for Public Agencies.

Deborah is the former Mayor and Council member for Foster City, California, the current Chairwoman of the Nevada County Republican Party and Secretary of the California Republican Party.
