Mr. Toner, a former Chairman of the Federal Election Commission (FEC), is a seasoned election law expert and political veteran with a wealth of experience advising candidates, political committees, trade associations and corporate clients on federal and state election law compliance. Chambers USA recognizes Mr. Toner among the nation's top tier of election lawyers, citing sources who note that he is a (2012), 'unequaled in the field' (2011). A prolific author, Mr. Toner has contributed to several books including Pendulum Swing, The Year of Obama, The Sixth Year Itch and Divided States of America: The Slash and Burn Politics of the 2004 Presidential Election. Mr. Toner's articles have been published in The Washington Post, The Boston Globe, The Chicago Tribune, The Washington Times, the Hill and Roll Call, and he has appeared as a guest commentator on Fox News Channel, ABC News, CBS Evening news, Bloomberg News, Fox Business Network, C-SPAN and National Public Radio. Mr. Toner was an associate attorney at another law firm in Washington, D.C., from 1992-1996. While there, he was involved in a number of First and 14th Amendment appellate litigation matters, including two cases that were successful in the U.S. Supreme Court. Mr. Toner has written widely on campaign finance matters, including in The Washington Post, The New York Times, The Boston Globe, Chicago Tribune, Washington Times, Hill Newspaper and Roll Call. He is a contributing author of a book on the 2006 midterm election entitled The Sixth Year Itch (edited by Professor Larry J. Sabato of the University of Virginia Center for Politics). Mr. Toner also was a contributing author of Divided States of America: The Slash and Burn Politics of the 2004 Presidential Election. Mr. Toner has served as an adjunct professor of law at the William and Mary Law School and as a lecturer in the department of politics at the University of Virginia.
