Richard E. Wiley is a senior partner at Wiley, Rein & Fielding, a Washington, D.C. law firm with one of the largest communications practices in the United States. As a former Chairman, Commissioner and General Counsel of the Federal Communications Commission (1970-77), he was a leading force in the agency's initial efforts to foster increased competition and lessened regulation in the communications field. Since 1985, Dick Wiley has been regularly recognized as one of the nation's lawyers by The National Law Journal. He also has been profiled in The New York Times (), Los Angeles Times (), and The American Lawyer (). In recognition of his nine year service as Chairman of the FCC's Advisory Committee on Digital Television, he has received an Emmy from the Academy of Television Arts and Sciences, the Electronic Industries Association's Medal of Honor, and the Digital Pioneer's Award. He is a member of Broadcasting & Cable magazine's , and also was named by that publication as one of the 100 A native of Illinois, Mr. Wiley graduated with distinction from Northwestern (B.S. and J.D. degrees) and holds a Masters Degree in Law (LL.M.) from Georgetown. He has received distinguished alumnus awards from each University as well as a Honorary Doctor of Laws from Catholic University. He has served as President of the Federal Bar and Federal Communications Bar Associations and as Chairman of the American Bar Association's Section of Administrative Law and Regulatory Practice. He currently is Chair of the Advisory Board of Columbia University's Institute for Tele-Information and also Chair of the Media Institute's Board of Trustees. Dick Wiley is a lifelong Republican who has been active in numerous local, state and national election campaigns. In 2000, he served as National Co-Chairman of Lawyers for Bush-Cheney (and similarly, of Lawyers for Bush-Quayle in 1992).
