Kevin Cline is a Member at Chalmers, Adams, Backer & Kaufman, LLC where he practices in the area of political law and civil litigation. Before joining Chalmers, Adams, Backer, & Kaufman LLC, he ran a solo practice focused on political law and civil litigation. Kevin counsels political committees, nonprofit organizations, elected officials, candidates, political parties, and lobbyists on the federal and state laws that govern involvement in political activities. Kevin has been selected by Business North Carolina to the Legal Elite: Young Guns division. North Carolina Super Lawyers Magazine has identified Kevin as a North Carolina Super Lawyer Rising Star. Outside the practice of law, Kevin serves as the Vice-Chair of the RNLA’s North Carolina Chapter, a member of the Federalist Society, and the Offensive Coordinator of the Pungo Christian Academy Varsity Football team.
Angela Hawkins is the Secretary of the Wake County Board of Election where she has served since 2019. Angela is a Certified Board Member having successfully completed the North Carolina Sate Board of Elections certification program. Prior to joining the Board of Elections, she was an Election Day Judge, Precinct Chair, Poll Observer, Runner and a Special Registrar Commissioner. Educating people on the processes of elections and the work that goes on before, during and after the elections is a passion. Angela is frequently called upon to share her knowledge of the elections process in North Carolina as well as North Carolina election laws and rules.
Kevin Lewis is an attorney with The Valentine Law Firm in Nashville, North Carolina. His practice is generally in the area of civil litigation having represented clients in jury trials in 25 North Carolina counties as well as before the North Carolina Court of Appeals and the Supreme Court of North Carolina. Kevin previously served on the Nash County Board of Elections. Kevin currently serves on the North Carolina State Board of Elections.
Kyle Von Offerman is Chief Counsel for NCGOP. Originally from Clayton, North Carolina, Kyle has served in several capacities at the NCGOP since 2021. Kyle is a new member of the North Carolina State Bar and a recent graduate of Campbell University where he earned both a J.D. and an M.B.A. Prior to Campbell, Kyle attended Salisbury University where he earned a B.S. in Finance and B.A in Political Science, and was also a member of the football team.
Phil Thomas is a Member at Chalmers, Adams, Backer & Kaufman, LLC where he focuses his practice on the intersection of law, politics, and government at the federal and state levels. He previously served as the Chief Counsel—as well as Political Director and Strategy Director—for the North Carolina Republican Party, an organization with nearly 2.2 million members and over 115 separate committees with distinct bylaws and leadership. During his tenure at the Party, GOP candidates won 23 of 27 statewide elections. Philip has also served as Deputy General Counsel for the North Carolina Department of Public Instruction and has experience in every branch of North Carolina state government—including working in the Lt. Governor’s office, the NC State House, the NC State Senate, the NC Court of Appeals, and several administrative agencies. He is the Chair of the North Carolina Chapter of the Republican National Lawyers Association and serves on their national Board of Governors. Philip is also a member of the Executive Committee of the Triangle Chapter of the Federalist Society.
Dave Warren is Deputy Director for Grassroots Programs at the Leadership Institute. He has helped conservatives win for over 20 years. He has held a wide range of positions from state legislative campaigns to three Presidential campaigns. David’s has been a field organizer, Regional and Deputy State Director, Political Director, and most recently, State Director of Election Integrity in North Carolina for the Republican National Committee. David has worked in many diverse states including North Carolina, Ohio, Maryland, Kentucky, Nebraska, New York, Georgia, Pennsylvania, Florida, and Virginia. During the 2022 election cycle David worked for the Republican National Committee as the North Carolina State Director of Election Integrity. Under David’s leadership North Carolina filled 25% of all poll observers in the nation for the RNC. David was instrumental in launching and reviving several College, Young and Teenage Republican groups and helping defeat two ballot initiatives and helping pass three pieces of legislation.

The Maricopa County Attorney’s Office (MCAO) is the third largest public prosecutorial agency in the nation, serving nearly four million residents. In addition to handling all felony prosecutions in Maricopa County and misdemeanor filings in the county’s justice court system, the office also provides civil legal services to all county agencies. The agency is comprised of more than 1000 full-time employees, including attorneys, investigators, paralegals, victim advocates and support staff.

Speaker Bio
Congressman David Kustoff was elected to the U.S. House of Representatives in 2016. In 2018, 2020, and 2022 he was re-elected to the House of Representatives and he currently is in his fourth term serving the 8th District of Tennessee. He serves on the House Committee on Ways and Means. The Ways and Means Committee is the oldest committee in the United States Congress and has jurisdiction over issues that affect West Tennesseans every day including taxes, healthcare, trade, and family support programs.
Prior to his work in Congress, David Kustoff was appointed U.S. Attorney for the Western District of Tennessee by President Bush in 2006, where he set his sights on cleaning up government corruption and fighting violent crime and drugs. He oversaw the majority of the Tennessee Waltz trials that sent 12 defendants, including Senator John Ford, to federal prison.
In 2010, David joined the board of BankTennessee, where he put his leadership skills to work, advising the direction of the Community Bank that has served West Tennessee for more than 80 years.
Governor Bill Haslam appointed David to the Tennessee Higher Education Commission in 2015, where he oversaw the implementation of the Tennessee Promise program that provides last dollar Community College scholarships and Tennessee Reconnect, designed to help adults complete their college degrees.
He received his undergraduate degree from the University of Memphis and graduated in 1992 from the University of Memphis Cecil C. Humphreys School of Law.
