BIO

Robert S. Gardner is engaged in the practice of law emphasizing government contracts, election matters and government relations. He has represented clients in a wide range of matters before federal, state, and local governments. Mr. Gardner has successfully litigated election challenges and ballot access issues before the Colorado Courts and recently appeared before the Colorado Supreme Court on behalf of parties challenging the new state legislative districts. Mr. Gardner's government relations experience includes appearances before and lobbying of county and municipal governments on land use matters, public procurements and taxation issues. He also represents parties before local school districts in presenting education reform issues. At the federal level, Mr. Gardner has represented minority business enterprises and government contractors to obtain legislative program funding and budget authority and small, disadvantaged business status. Mr. Gardner has over ten years experience in political campaign management and coordination, both for candidate and issue campaigns. He has directed two countywide voter outreach efforts with record turnout and election sweeps on both occasions. Mr. Gardner is skilled in message formulation for direct mail, as well as in the targeting of direct mail to discrete demographic groups. He is also experienced in the design and implementation of speaker outreach programs to key community groups such as civic clubs, business leaders, and neighborhood associations. Mr. Gardner earned his Juris Doctorate from the University of Texas School of Law and holds a graduate law degree in Government Procurement Law from The George Washington University. He is a 1976 graduate of the United States Air Force Academy where he majored in International Affairs. He has been engaged in the practice of law both with the Government and in the private sector for over thirty years.
