Mr. Bell has retired from the active practice of law.  He ws the senior partner in the law firm of Bell, McAndrews & Hiltachk, LLP., of Sacramento and Los Angeles, California, in the firm's Sacramento office. Mr. Bell  practiced political and election law exclusively since 1980. Mr. Bell was General Counsel to the California Republican Party, and served in that role for 32 years, beginning in 1921. He counseled many California candidates and officeholders, including former Republican Governors Arnold Schwarzenegger, Pete Wilson and George Deukmejian, Attorney General Dan Lungren, and many of the State Assembly and Senate Republican Leaders since 1980. Mr. Bell also represented the Republican National Committee on litigation matters, as well as the Republican Senatorial Campaign Committee and the Republican Congressional Campaign Committee on California matters, as well as representing a number of federal candidates and officeholders. Mr. Bell served as counsel to numerous political action committees, lobbyists and lobbying firms, corporations and trade associations. Mr. Bell served as coordinator of litigation concerning the 2003 California gubernatorial recall. Mr. Bell  served as RNLA President, First Vice President, Vice President for Election Education and General Counsel. He co-founded the California Political Attorneys Association and was its first President.
